Netwise's extensive experience with the planning, design, and implementation of e-Government, both in Israel and abroad, combined with ongoing research activity in the field of eGov have led Netwise's experts to develop a unique methodology for the planning and implementation of an eGov project. Our methodology says "Plan ahead, but move in small stages". This methodology take into consideration both targets and constraints (budget, time line and country readiness). A successful eGov project should be managed in a way that will show results every 6 months. The architecture and road map are planned, but the implementation is done in small steps, so all feedback can be implemented in the next stages.

Roadmap
An eGov project roadmap typically includes the following steps:

  1. Initiation
    a. Strategic plan and Architecture.
    b. eGov unit initiation.
  2. Construction
    a. Infrastructures building.

    a. Implementation of eServices.
    b. Infrastructures continuous improvements.

 Some examples of projects that can be included in the construction stage:

  • Network connectivity
    The first step in an eGov project is enabling network connection. This step should give the basic ability to connect between ministries, datacenter and the world. In order to establish it, we need to Place fiber/WiMAX/wireless network for ISP and voice activity on any level for any range needed, Information Kiosks and more. This project will also include the necessary network and information security, maintenance and training.
    This project might also include implementation of Information Kiosks that enable Internet and Phone connectivity.
  • Data Center

The Portal also contributes to the efforts of improved Government service delivery to citizens and to the private sector. Moreover, this portal creates the initial standard for the rest of the eGov project, as it includes a set of web services that allow exposing specific content of the web portal to different systems such as:
    - Information Kiosk
    - Telephone system (IVR)
    - Mobile Systems
    - Fax
  • Government Record Management and Workflow
    One of the main impacts of an eGov project is the paperless impact. A large part of ROI in such a project is accomplished by transferring work processes into the digital media. This is achieved by building and implementing record management and workflow systems. The record management system saves and tracks the needed documents and data by digital media.  The Workflow moves business processes into the digital world. The combination of these systems will enable the management of work processes in a faster and efficient way.

 

eGov unit initiation
